Huntsville CPP By-law - Survey #1

Welcome to the Town of Huntsville Community Planning Permit (CPP) By-law survey. The feedback you provide will help shape the overall objectives of the by-law and help us to understand your needs and area of concerns when it comes to guiding the future development of our Town. 

A Community Planning Permit (CPP) System is a tool that provides Huntsville with the ability to regulate and manage development in a more streamlined and flexible manner. The CPP By-law will replace the Town’s current zoning by-law and the Site Plan Control By-law. It is important to note that the CPP By-law will apply to all lands within the town and will implement the policies of the Town’s Official Plan. 

The graphic below provides an overview of how the current traditional process differs from the CPP process.

This graphic compares the traditional development process to the new Community Planning Permit process. In the traditional process, plans would be submitted and it could require a zoning by-law amendment, which takes 9 weeks, or a minor variance approval, which takes 6 weeks. Then a Site Plan Approval would be required, which could take an additional 4-8 weeks. There may also be a site alteration permit, tree removal permit and other relevant permits required on top of these standard approvals. Together, this process could take several months.

In the new Community Permit Planning System Process, plans would be submitted and one community planning permit would be required, combining multiple approvals into a single permit. This process could take up to 45 days. This illustrates how the Community Permit Planning System streamlines the process and drastically reduces approval times for development. 

With an anticipated rising population and growth within the Town, there are increasing interests and demands for development in Huntsville. It is therefore important to guide future development in a way that reflects our vision for Huntsville. The introduction of a CPP By-law will provide an alternative to the traditional planning approval process, better allow the municipality to manage growth while enabling greater efficiencies within the process.
